Thadou Human Rights Condemns Centre Over Alleged SoO Lapses, Flags Ireng Village Incident

Imphal, Jan 15, 2026: The Thadou Human Rights Advocacy (THRA) on Wednesday strongly criticised the Government of India, which is administering Manipur under President’s Rule, alleging failure to enforce the Suspension of Operations (SoO) agreement with Kuki militant groups.

In a media release, THRA alleged that lapses in enforcing the SoO had enabled incidents of intimidation, vandalism and threats against indigenous communities. The organisation referred to an incident on the night of January 11, when suspected armed cadres of the Kuki National Front (KNF)—a SoO signatory under the UPF conglomerate—allegedly vandalised Ireng Naga village. According to the statement, property was damaged and slogans were painted, followed by alleged threats to the village chairman.

THRA said villagers responded by imposing a peaceful, indefinite blockade on Ireng Road from January 12 due to fears of further violence. It added that the Joint Tribes Council Manipur (JTC)—representing Inpui, Liangmai, Rongmei and Zeme Naga tribes—subsequently resolved on January 14 to enforce non-cooperation measures, including restrictions on trade and movement with Kuki subscribers, to protect community lands. The organisation noted that such measures have also caused hardship to civilians.

The rights body alleged that, even under President’s Rule, SoO cadres continue to operate outside designated camps in violation of ground rules, and claimed this has contributed to insecurity and threats to law and order. THRA called for the disarming and prosecution of those allegedly involved in the Ireng incident, a review and suspension of the SoO until credible enforcement mechanisms are in place, and the deployment of neutral security forces to protect all communities without bias.

The statement urged authorities to ensure accountability and safeguards for the rights, livelihoods and security of indigenous peoples across Manipur.
