Delivering his address during the 77th Republic Day celebration at the Nagaland Civil Secretariat Plaza in Kohima, the Chief Minister highlighted the state’s achievements in maintaining peace and ensuring the safety of its citizens. He stated that over the past several years, Nagaland has not witnessed any major law and order disturbances, reflecting the effectiveness of coordinated efforts by the government, security agencies and the public.
Referring to the National Crime Records Bureau (NCRB) Crime in India 2023 Report, Dr. Rio noted that Nagaland ranks among the safest states in the country. According to the report, the state recorded a cognisable crime rate of 84.9 cases per lakh population, making it the second-lowest in India. The Chief Minister said the ranking is a testament to the collective commitment towards maintaining peace, harmony and public order.
Dr. Rio emphasized that the state government, in collaboration with the Nagaland Police, has continuously worked to strengthen law enforcement mechanisms and improve the overall security framework. He noted that the police force has adapted to emerging security challenges by enhancing its cybercrime infrastructure and strengthening its ability to investigate and prevent technology-driven offences.
According to the Chief Minister, Nagaland Police has actively utilized national cybercrime platforms and intensified efforts against online fraud, financial crimes and other digital offences. These measures, he said, have helped improve the state's preparedness in dealing with modern criminal activities that increasingly exploit digital technologies.
A major focus of the government's law enforcement strategy has been the fight against drug abuse and narcotics trafficking. Dr. Rio revealed that Nagaland Police has undertaken an intensive campaign against drug networks operating within and across the state. During the past year, authorities seized 230 kilograms of narcotic and psychotropic substances and approximately one lakh units of synthetic drugs.
The Chief Minister further informed that law enforcement agencies registered 135 cases under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, leading to the arrest of 218 individuals involved in drug-related activities. He described the seizures and arrests as significant achievements in the state's ongoing efforts to curb the drug menace and protect communities, particularly young people, from the harmful effects of substance abuse.

He reiterated that combating drug trafficking and organized crime remains a top priority for the state administration.
Concluding his address, the Chief Minister reaffirmed the government's commitment to maintaining peace, strengthening security institutions and ensuring a safe environment for all citizens.
