Itanagar, January 31: The Arunachal Pradesh Cabinet, chaired by Chief Minister Pema Khandu, has approved a series of wide-ranging decisions aimed at strengthening governance capacity, improving public services, empowering youth, and accelerating sustainable development across the state.
To boost grassroots governance, the Cabinet approved the creation of new posts under Zilla Parishads, including 100 Junior Engineers, 100 Upper Division Clerks, and 40 additional Lower Division Clerk/Data Entry Operator posts under Zilla Parishads and the Directorate of Panchayati Raj. The move is expected to enhance manpower availability and improve implementation of development programmes at the village level.
In the health sector, the Cabinet granted a one-time relaxation in experience criteria for recruitment of specialist doctors through the Arunachal Pradesh Public Service Commission (APPSC) to address critical shortages. Additionally, six new Physiotherapist posts were sanctioned to strengthen rehabilitative care and patient support services across the state.
Focusing on education and youth development, the Cabinet decided to institutionalise Battle of Minds, Spelling Wizard, and Maths & Science Olympiads as annual flagship programmes. These initiatives aim to encourage critical thinking, strengthen academic excellence, and nurture student talent from classrooms to national platforms. The Cabinet also approved strengthening of Arunachal Vidya Nidhi through an integrated school asset management software for better planning and monitoring of school infrastructure. Further, 150 Special Educator posts were created to advance inclusive education and provide enhanced support to children with special needs.
Significant decisions were also taken in the hydropower and energy sector. The Cabinet approved SGST reimbursement for the Kalai II (1200 MW) and Attunli (680 MW hydropower projects), paving the way for an estimated ₹2.21 lakh crore investment in the state. The projects are expected to generate free power for Arunachal Pradesh annually, create jobs and livelihood opportunities for local tribal communities, strengthen Local Area Development Funds (LADF), and boost infrastructure development. The Cabinet also approved the ROOT Policy 2026 to guide small hydropower projects in a structured and sustainable manner.

To improve governance systems, the Cabinet approved the implementation of an e-ILP system for smoother regulation, better monitoring, and greater convenience for citizens and visitors. Recruitment Rules across key departments were also updated to ensure transparency, efficiency, and merit-based selection in public service.
The Chief Minister said the decisions reflect the government’s focus on capacity building, inclusive growth, and long-term development, ensuring that reforms translate into tangible benefits for people across Arunachal Pradesh.
