Guwahati, Jan 30: Union Home Minister Amit Shah on Friday launched and laid foundation stones for development projects worth ₹1,715 crore in Assam’s Dibrugarh, reinforcing the state government’s push to transform the city into a major administrative and infrastructure hub.

The projects were unveiled in the presence of Assam Chief Minister Himanta Biswa Sarma, Union Minister Sarbananda Sonowal, MPs and MLAs from Upper Assam, state cabinet ministers and senior government officials.
As part of efforts to develop Dibrugarh as Assam’s second administrative capital, Shah laid the foundation stone for a ₹284-crore second legislative assembly complex and MLA hostel. The project will comprise a three-storey assembly building, a nine-storey hostel for legislators, an 800-seat auditorium and a barrack for security personnel.
The Home Minister also inaugurated the first phase of a modern multi-disciplinary sports complex costing ₹238 crore and laid the foundation stone for its second phase, estimated at ₹209 crore. The first phase includes an indoor stadium, swimming pool, football field, main gallery, courts for tennis, volleyball and basketball, along with hostels. Officials said the second phase will add seating for 30,000 spectators, a central playground and a full-fledged athletic track.

In a major boost to wildlife conservation, Shah laid the foundation stone for a ₹292-crore Wildlife Health and Research Centre, aimed at improving treatment and research facilities for wild animals. The centre will feature educational and administrative blocks, a central laboratory, museum, auditorium, clinical block and advanced radiation laboratory, enhancing coordination among forest officials, veterinarians and researchers.
Additionally, the Home Minister launched a ₹692-crore wetland restoration and rejuvenation project under the National Disaster Mitigation Fund. The initiative will focus on restoring 15 scientifically identified wetlands across nine districts, with the objective of reducing urban flood risks, improving water retention capacity and strengthening flood management in the Brahmaputra River basin.
Officials said the projects collectively reflect a comprehensive approach to governance, sports infrastructure, wildlife conservation and disaster mitigation in Assam.
