Manipur Govt Signs Landmark MoU with CBC & Mission Karmayogi to Strengthen Civil Services

Imphal, September 23, 2025: In a major step towards modernising public administration and strengthening governance, the Government of Manipur on Tuesday signed a Memorandum of Understanding (MoU) with the Capacity Building Commission (CBC) and Mission Karmayogi at the Old Secretariat Conference Hall in Imphal.

The agreement marks a significant milestone in the state's administrative reform agenda and is aimed at enhancing the professional competence of civil servants through continuous learning, technology-enabled training, and competency-based capacity building. Officials said the collaboration would help create a more efficient, accountable, transparent, and citizen-centric governance system in Manipur.

The MoU seeks to equip government officials with the knowledge, skills, and leadership capabilities required to address evolving governance challenges while improving the quality of public service delivery. It also focuses on promoting innovation, ethical governance, digital transformation, and evidence-based decision-making across departments.

Addressing the gathering, Manipur Chief Secretary Puneet Kumar Goel described the partnership as a landmark initiative that reflects the state's commitment to building a future-ready civil service capable of meeting the aspirations of citizens in an increasingly dynamic governance environment.

The Chief Secretary said that strengthening the capacities of government employees is essential for delivering efficient public services and implementing development programmes effectively. He noted that the collaboration with the Capacity Building Commission and Mission Karmayogi would enable civil servants to continuously upgrade their knowledge and professional skills in line with emerging administrative needs.

As part of the partnership, civil servants in Manipur will gain access to the iGOT Karmayogi (Integrated Government Online Training) platform, a digital learning portal developed under Mission Karmayogi. The platform offers a wide range of online courses, training modules, and competency-based learning resources designed to help government officials improve their performance and adapt to modern governance practices.

Officials said the iGOT Karmayogi platform would support continuous learning by enabling officers to identify knowledge gaps, acquire new skills, and enhance their professional competencies through flexible, technology-driven training. The initiative is expected to strengthen institutional capacity while promoting a culture of lifelong learning within the civil services.

The collaboration also aims to leverage digital technologies to improve administrative efficiency, encourage innovation in policymaking, and strengthen transparency and accountability in government functioning. By adopting competency-driven capacity-building frameworks, the state hopes to improve service delivery and ensure that government programmes are implemented more effectively at the grassroots level.

Officials stated that the initiative aligns Manipur's administrative reforms with the national vision of Mission Karmayogi, which seeks to transform India's civil services into a professional, responsive, and citizen-focused workforce. They added that investing in the capacity development of government officials would ultimately contribute to better governance, improved public trust, and inclusive development.

The signing of the MoU represents a significant step in Manipur's governance reforms and underscores the government's commitment to creating a modern, transparent, and technology-enabled administration capable of delivering high-quality public services while meeting the evolving needs of its citizens.
