Imphal, Aug 12, 2025: The Government of Manipur has reaffirmed its commitment to ensuring uninterrupted higher education for internally displaced students through the Chief Minister’s College Students Rehabilitation Scheme 2023 (CMCSRS-2023), a special initiative designed to support undergraduate and postgraduate students affected by the ongoing crisis in the state.
As part of the scheme, financial assistance was distributed to 449 internally displaced students for the Academic Year 2024–25 during a programme held on Tuesday at the Directorate of University and Higher Education. The event was chaired by L. Radhakanta, who reiterated the government's commitment to ensuring that no student is forced to discontinue higher education because of displacement or financial hardship.
The Chief Minister's College Students Rehabilitation Scheme was introduced in 2023 to provide relief to students whose academic pursuits were disrupted by the conflict and displacement in Manipur. The initiative seeks to minimise the educational impact of the crisis by offering both financial support and academic assistance to eligible beneficiaries.
Under the scheme, students receive several forms of assistance, including complete waivers of admission and examination fees. In addition, each eligible beneficiary is provided a monetary grant of ₹10,000 to help meet educational and personal expenses during the academic session.
Recognising the increasing importance of digital learning, the scheme also provides support for hybrid education through assistance for information technology gadgets and software. These measures are intended to ensure that displaced students can continue attending online classes, access study materials, and participate in academic activities without interruption.
Speaking at the distribution programme, Director L. Radhakanta said the government remains committed to protecting the educational future of students affected by the crisis. He noted that education plays a vital role in rebuilding lives and empowering young people to overcome adversity, adding that the rehabilitation scheme reflects the government's determination to provide equal learning opportunities despite difficult circumstances.

Officials stated that the initiative goes beyond financial assistance by restoring confidence and hope among students who have experienced displacement. By reducing educational expenses and facilitating access to digital learning resources, the scheme enables beneficiaries to continue pursuing their undergraduate and postgraduate studies with dignity and stability.
The government believes that sustained educational support is essential for the long-term rehabilitation of internally displaced families. Through CMCSRS-2023, Manipur aims to ensure that students remain connected to their academic goals while equipping them with the resources needed to complete their education and build a better future despite the challenges posed by displacement.
