Arunachal’s Dr. Zing Messar & Bullo Manku crack UPSC, joining IRS & IFS

Itanagar, Aug 6, 2025: Arunachal Pradesh Chief Minister Pema Khandu has congratulated two young achievers from the state, Dr. Zing Messar and Bullo Manku, for successfully clearing the UPSC Civil Services Examination 2024 and securing prestigious positions in the Government of India.

Dr. Zing Messar has been appointed to the Indian Revenue Service (Income Tax), while Bullo Manku has secured a place in the Indian Foreign Service (IFS), one of the country’s most sought-after civil services. Their achievements have been widely celebrated across Arunachal Pradesh as examples of perseverance, dedication, and excellence.

Congratulating the duo, Chief Minister Pema Khandu described their success as more than just personal accomplishments. He said their achievements would inspire countless young people, particularly those from remote and tribal regions of Arunachal Pradesh, to pursue their dreams through hard work and determination.

Dr. Zing Messar secured an impressive All India Rank (AIR) 830 in the UPSC Civil Services Examination, earning a position in the Indian Revenue Service (Income Tax). His success reflects years of dedication and commitment to public service.

Bullo Manku, who hails from the scenic Ziro Valley, secured AIR 620 and has been inducted into the Indian Foreign Service. Her achievement is particularly significant as she continues a family tradition of serving the nation through the civil services. Her elder sister, Bullo Mamu, cleared the UPSC examination in 2016 and currently serves as an officer in the Indian Revenue Service.

Chief Minister Khandu highlighted that both officers embody the values of integrity, discipline, and service - qualities that are essential in fields such as fiscal administration and international diplomacy. He expressed confidence that they would serve the nation with distinction and uphold the aspirations of the people of Arunachal Pradesh.

Their success has become a source of pride for the state and a beacon of hope for aspiring civil servants across the Northeast, proving that determination and hard work can overcome geographical and social challenges.
