Arunachal’s Dr. Zing Messar & Bullo Manku crack UPSC, joining IRS & IFS

Itanagar, Aug 6, 2025: Arunachal Pradesh Chief Minister Pema Khandu extended heartfelt congratulations to Dr. Zing Messar and Bullo Manku for securing prestigious positions in the UPSC Civil Services Examination 2024. Dr. Zing Messar has been appointed to the Indian Revenue Service (Income Tax), while Bullo Manku joins the distinguished Indian Foreign Service.

Dr. Zing Messar hails from Arunachal Pradesh and achieved a remarkable All India Rank 830, securing a position in the Indian Revenue Service (Income Tax) (India Today NE).

Bullo Manku, from Ziro Valley, secured an All India Rank 620, earning a place in the Indian Foreign Service. She continues a family legacy of public service - her elder sister Bullo Mamu cracked the UPSC in 2016 and serves as an IRS officer (India Today NE).

Pema Khandu emphasized that these young officers carry the hopes of their communities and urged them to serve the nation with the same zeal and integrity that marked their UPSC triumphs. Their success is being widely celebrated across Arunachal Pradesh, particularly as inspiration for youth from remote and tribal regions.
