Guwahati, July 31, 2026: The Assam Cabinet, chaired by Chief Minister Himanta Biswa Sarma, on Friday approved a series of significant policy decisions aimed at promoting sustainable development, protecting the environment, improving ease of doing business, and strengthening public administration in the state.

One of the Cabinet's major decisions was the approval of the Assam Compressed Biogas (CBG) Policy, 2026, which provides a comprehensive framework for converting the state's organic waste into clean and renewable energy. The policy is expected to encourage investment in the compressed biogas sector while supporting Assam's transition towards cleaner sources of energy. It also seeks to generate employment opportunities, promote waste management, and contribute to reducing carbon emissions.
To ensure faster implementation of projects under the policy, the Commissionerate of Industries and Commerce has been designated as the nodal agency responsible for providing single-window clearance for time-bound approvals. The government has also proposed a comprehensive support and incentive framework based on six key pillars to facilitate the growth of the biogas industry in Assam.
In another important decision aimed at environmental conservation, the Cabinet approved the notification of the Rakhyasini Proposed Reserve Forest and the Tharko Nalbari Proposed Reserve Forest in Golaghat district as officially designated Reserve Forests. The move is expected to strengthen forest protection measures, conserve biodiversity, and contribute to increasing the state's green cover in line with Assam's environmental goals.
The Cabinet also approved the Assam Legal Metrology (Government Approved Test Centre) Rules, 2026, as part of the government's efforts to implement the principles of Jan Vishwas by reducing regulatory and compliance burdens on businesses. The new rules introduce self-certification by manufacturers and third-party certification of weighing and measuring instruments, making regulatory procedures more efficient while maintaining quality standards. The reform is expected to improve the ease of doing business and simplify compliance for industries operating in the state.
Additionally, the Cabinet approved the Assam Animal Husbandry and Veterinary Subordinate Service (Amendment) Rules, 2026. The amendment seeks to regulate the recruitment and service conditions of Veterinary Field Assistants, ensuring greater transparency, merit-based selection, and uniformity in appointments and service conditions. The government said the revised rules will strengthen the veterinary workforce and improve the delivery of animal husbandry services across Assam.
Announcing the decisions, Chief Minister Himanta Biswa Sarma said the Cabinet's approvals reflect the state's commitment to sustainable development, environmental conservation, administrative reforms, and efficient governance. The measures are expected to promote clean energy, enhance forest conservation, simplify regulatory processes, and strengthen public service delivery, contributing to Assam's long-term economic and social development.
