Guwahati, June 20: Separate delegations representing the Kuki and Hmar communities in Assam have urged the state government to expedite the implementation of the recently signed Memorandums of Settlement (MoS), highlighting the need to translate the peace agreements into concrete development initiatives and welfare measures for their communities.

A delegation from the Kuki Inpi and the Kuki Students’ Organisation, Assam met Ranoj Pegu, Assam Minister for School Education, Higher Education, Tribal Affairs (Plains) and Information Technology, and submitted a memorandum seeking the early implementation of the Memorandum of Settlement aimed at ending insurgency and accelerating socio-economic development in Kuki-inhabited areas.
Following the meeting, Pegu stated that the Tribal Affairs (Plains) Department is working closely with the Home & Political Department to implement the provisions of the settlement. He reiterated the Assam Government’s commitment to ensuring peace, development, and the welfare of all communities in the state.

A day earlier, Pegu also met a delegation of the Hmar community, led by former Hmar People’s Convention (Democratic) Chairman Devid L. Hmar and Joseph V. Tuolor, President of the Hmar Students’ Association, Assam. The delegation discussed issues relating to the implementation of the Memorandum of Settlement signed on March 15, 2026, and urged the government to ensure timely execution of its provisions.
The Memorandums of Settlement were signed on March 15 between the Government of India, the Government of Assam, and representatives of Kuki and Hmar groups as part of efforts to promote lasting peace and development in the state. The agreements provide for the creation of the Kuki Welfare and Development Council (KWDC) and the Hmar Welfare and Development Council (HWDC) to address the educational, cultural, economic, and developmental aspirations of the two communities.
The accords also seek to bring former insurgent cadres into the democratic mainstream while ensuring focused development in Kuki- and Hmar-inhabited areas, particularly in Dima Hasao, Cachar, and Karbi Anglong districts.
Assuring both delegations that their concerns had been duly noted, Pegu said the state government remains committed to the welfare, development, and progress of the Kuki and Hmar communities. Community leaders expressed hope that the councils would be operationalised soon and that the benefits promised under the settlements would reach the grassroots level without delay.
The meetings are being viewed as an important follow-up to the historic peace accords and reflect growing expectations among both communities for the swift implementation of the agreements and the development measures envisioned under them.
