GUWAHATI, June 4: The Assam government has proposed a comprehensive tribal development package worth ₹59.25 crore for the financial year 2026-27 under Article 275(1) of the Constitution, with a strong emphasis on strengthening educational infrastructure, promoting sustainable livelihoods and accelerating socio-economic development in tribal areas across the state.
The proposal was reviewed during a meeting of the State Level Executive Committee (SLEC) chaired by Assam Chief Secretary Ravi Kota. The committee examined a perspective plan comprising 35 activities aimed at improving access to education, enhancing tribal entrepreneurship and creating income-generating opportunities for tribal communities.
According to officials, education has emerged as the central focus of the proposed plan. Of the total allocation of ₹59.25 crore, approximately ₹39.15 crore, representing 66 per cent of the proposed outlay, has been earmarked for education-related infrastructure and interventions. The remaining ₹20.10 crore, or 34 per cent, has been allocated for livelihood enhancement and income-generation initiatives.
The proposal reflects the state's commitment to bridging developmental gaps in tribal regions by investing in critical infrastructure and community-based economic activities. Officials noted that improved educational facilities and sustainable livelihood opportunities are essential for ensuring inclusive growth and long-term socio-economic advancement among tribal populations.
One of the major highlights of the proposal is the strengthening of Van Dhan Vikas Kendras (VDVKs), which have emerged as important centres for value addition and marketing of Minor Forest Produce (MFP) collected by tribal communities. The committee accorded priority to the establishment of 50 production, dyeing and processing centres across the state to enhance the productivity and market value of forest-based products.
In addition, the proposal includes the installation of solar power systems in 50 VDVKs to ensure uninterrupted electricity supply. Officials said the initiative would facilitate continuous processing activities, improve operational efficiency and help tribal entrepreneurs generate higher incomes through value-added products. The move is also expected to promote environmentally sustainable development by encouraging the use of renewable energy sources.
The education sector component of the proposal includes substantial support for Eklavya Model Residential Schools (EMRS), which are designed to provide quality education to tribal students. Plans have also been outlined for the construction of hostels for Scheduled Tribe boys and girls, as well as hostel facilities in colleges and Industrial Training Institutes (ITIs) located in tribal areas.
To improve learning environments and educational access, the proposal further includes the construction of additional classrooms in schools located in tribal-majority regions. Integrated sports facilities and wellness centres are also planned to promote the holistic development and well-being of students.
Recognising the growing importance of digital learning and technology-driven education, the committee has proposed the upgradation of information technology infrastructure in educational institutions. Critical connectivity projects aimed at improving access to schools and other educational facilities have also been incorporated into the development plan.

Officials said the proposed interventions are expected to create a significant impact by strengthening educational opportunities, improving infrastructure and fostering entrepreneurship among tribal communities. Enhanced access to quality education and skill development is likely to contribute to better employment prospects and socio-economic mobility for tribal youth.
The proposal under Article 275(1), which provides grants for the welfare of Scheduled Tribes and development of tribal areas, will now move forward for further consideration and approval. If sanctioned, the initiatives are expected to play a crucial role in advancing inclusive development and improving the quality of life in tribal regions across Assam.
The Chief Secretary emphasised the importance of ensuring that developmental interventions are effectively implemented to deliver tangible benefits to tribal communities and contribute to the state's broader goal of equitable and sustainable growth.
