Pema Khandu Says Arunachal Tightening ILP System, Assam Needs Open Economy

Guwahati, May 10: Pema Khandu on Saturday said the Arunachal Pradesh government is working to strengthen the Inner Line Permit (ILP) system through technology integration to better regulate entry into the state and identify illegal influxes.

Speaking in Guwahati, Khandu said Arunachal Pradesh shares a long border with Assam and operates under special constitutional provisions through the Bengal Eastern Frontier Regulation, which mandates that all non-residents entering the state must obtain an Inner Line Permit.

“Anyone entering Arunachal Pradesh, even if they are from within India, must do so through an Inner Line Permit,” he said.

The Chief Minister stated that the state government is now making the ILP system more robust by incorporating technological measures, which will soon be implemented across Arunachal Pradesh.

Khandu said various social organisations in the state are actively working alongside the government and police to identify illegal entrants following certain incidents reported in recent times.

“There have been some incidents, and various social organisations are on alert. They are working together with the government and police to identify influxes of illegal entrants, and accordingly we are taking action,” he said.

However, Khandu expressed reservations over the idea of implementing a similar ILP system in Assam.

“As far as implementing ILP in Assam is concerned, I would not say that Assam should have it because Assam is a large state,” he said.

The Arunachal Pradesh Chief Minister noted that while the ILP system has both advantages and disadvantages, Assam’s role as the economic and commercial hub of the Northeast requires a more open framework to support investment and economic activities.

“Assam is the central state of the Northeast and requires investment and economic activities. Sometimes ILP can create restrictions,” Khandu added.

The ILP system is currently operational in Arunachal Pradesh, Nagaland, Mizoram and Manipur, regulating the entry of outsiders into these states.
