M. Joy Singh Appointed Manipur State Election Commissioner

Imphal, April 15: The Government of Manipur has appointed Shri M. Joy Singh, IAS (Retd.), as the State Election Commissioner of the Manipur State Election Commission, entrusting the retired senior civil servant with the responsibility of overseeing elections to local self-government institutions across the state.

According to an official order issued by the Law and Legislative Affairs Department on April 15, the appointment has been made under Article 243K of the Constitution of India and the Election Commissioner of Manipur (Conditions of Service) Rules, 1994. As per the notification, M. Joy Singh will hold office as the State Election Commissioner until he attains the age of 62 years, with his tenure scheduled to continue until December 31, 2026.

A 2004-batch Indian Administrative Service (IAS) officer of the Manipur cadre, M. Joy Singh was born on January 1, 1965. He possesses a Bachelor of Science (Honours) degree and a Master of Science in Statistics, bringing with him a strong academic background as well as extensive administrative experience acquired over decades of public service.

Throughout his distinguished career, he has held several important assignments in the Government of Manipur. Among his notable postings was his tenure as Deputy Commissioner of Thoubal district, where he oversaw district administration and implementation of various government programmes. He later served in several senior positions at the state level, including Commissioner-level posts in departments such as Art & Culture and Urban Development, contributing to policy formulation and administrative reforms.

Officials said his wide-ranging experience in governance, public administration, and institutional management is expected to strengthen the functioning of the Manipur State Election Commission, an independent constitutional authority responsible for conducting elections to municipalities, municipal councils, nagar panchayats, and panchayati raj institutions in the state.

The appointment is expected to enhance the efficiency and credibility of the State Election Commission by drawing upon M. Joy Singh's administrative expertise and experience in public governance. Officials expressed confidence that his leadership would contribute to ensuring free, fair, transparent, and timely local body elections in accordance with constitutional provisions and democratic principles.
