Guwahati, April 30, 2026: The Kamrup Metropolitan district administration has suspended the licence of D Tipsy Gaon (EXORO), a bar-cum-restaurant located at Roodraksh Mall in Guwahati, following its alleged connection to the fatal road accident at Mathgharia that claimed the lives of three young women earlier this week.

The action was taken after an inquiry revealed that the establishment had allegedly violated provisions of the Assam Excise Rules, 2016, by serving liquor beyond the permitted operating hours.
According to officials, the tragic accident occurred on April 26 near Gate Hospital at Mathgharia. A report submitted by the Deputy Commissioner of Police (Traffic), Guwahati, stated that four individuals involved in the crash had visited D Tipsy Gaon (EXORO) before the incident and consumed alcohol at the premises. The report further indicated that they left the bar at around 3:00 a.m., well beyond the legally permitted closing time.
Under the conditions of its Indian Made Foreign Liquor (IMFL) ‘ON’ licence, the establishment was authorised to serve liquor only until 12:30 a.m. However, an inquiry conducted by the Excise Department confirmed that the bar continued its operations beyond the prescribed hours, violating Rule 127(1) of the Assam Excise Rules, 2016, along with other conditions attached to its licence.
Following the findings, the Excise Department sought a detailed clarification from the Superintendent of Excise, Kamrup (Metro). Based on the inquiry report, the district administration invoked the provisions of Section 30 of the Assam Excise Act, 2000, and ordered the immediate suspension of the establishment's IMFL ‘ON’ licence until further orders.

Officials said the suspension is part of the government's efforts to ensure strict enforcement of excise regulations and promote responsible operation of licensed establishments. Authorities stressed that violations of licence conditions, particularly those involving public safety, would not be tolerated.
Meanwhile, a comprehensive investigation into the incident has been launched. The Superintendent of Excise, Kamrup (Metro), has been directed to conduct a detailed inquiry into the matter and submit a report within 15 days.
The fatal accident, which claimed three lives, has sparked widespread concern over late-night operations of bars and restaurants, enforcement of excise regulations, and road safety in Guwahati. Authorities said further action would be taken based on the outcome of the ongoing investigation.
