According to officials, the accident occurred on April 26 at Mathgharia, near Gate Hospital. A report submitted by the Deputy Commissioner of Police (Traffic), Guwahati, revealed that four individuals involved in the crash had visited the bar earlier and consumed alcohol before leaving the premises around 3:00 am.

Authorities said the establishment was permitted to serve liquor only until 12:30 am under its licence conditions. However, an inquiry confirmed that the bar remained operational beyond the permitted hours, violating Rule 127(1) of the Assam Excise Rules, 2016, along with other licence conditions.

Following the report, the Excise Department sought clarification from the Superintendent of Excise, Kamrup (Metro). Based on the findings, the district administration invoked Section 30 of the Assam Excise Act, 2000, and ordered the immediate suspension of the IMFL ‘ON’ licence of D Tipsy Gaon (EXORO) until further orders.
