President revokes President’s Rule in Manipur, paving way for new government

New Delhi, Feb 4: In a landmark constitutional move, Droupadi Murmu, President of India, on Wednesday revoked the proclamation of President’s Rule in Manipur with immediate effect, bringing to an end nearly a year of direct central administration in the northeastern state. The notification, issued by the Ministry of Home Affairs, was published in the Gazette of India and follows the earlier proclamation under Article 356 of the Constitution issued on February 13, 2025.

The Presidential proclamation stated that the powers conferred by clause (2) of Article 356 would be withdrawn, effectively lifting the state’s President’s Rule—a provision that allows the Union government to assume control when constitutional machinery in a state is deemed to have failed.

President’s Rule had been imposed in Manipur on February 13, 2025, after the then N. Biren Singh resigned as Chief Minister amid prolonged political deadlock and ongoing ethnic unrest in the state. The state assembly was placed under suspended animation as the central government took over administrative functions.

In August 2025, the Indian Parliament had extended the President’s Rule for an additional six months, citing sustained political instability and concerns over law and order.

The revocation of the constitutional provision clears the path for the formation of a new elected government in Manipur, ending an extended period of central control. Political leaders in the state welcomed the move as a step toward restoring democratic governance. 

Under Article 356, the President may proclaim central rule if the state government cannot be carried on in accordance with constitutional provisions, but such proclamations must be ratified by Parliament and are subject to judicial review.

With the revocation of President’s Rule, attention now turns to the formation of a new state government and preparations for the restoration of full legislative and executive authority to the elected representatives and institutions of Manipur.
