Mizoram Jails Overcrowded, Inmate Population Exceeds Capacity by 515

Aizawl, February 01: Prisons across Mizoram are facing significant overcrowding, with the number of inmates exceeding the sanctioned capacity by more than 500, according to the latest Mizoram Prisoners Daily Population Report. The report reveals that a total of 1,723 inmates are currently lodged in the state's prisons against a combined sanctioned capacity of 1,208, resulting in an excess population of 515 prisoners.

Mizoram presently has 11 functional jails, although the distribution of inmates varies considerably from one facility to another. While some prisons are operating well beyond their intended capacity, others continue to house fewer inmates than they are designed to accommodate. The report also notes that Saitual District Jail has not yet housed any prisoners.

The state's largest correctional facility, Central Jail, Aizawl, remains the most overcrowded prison in Mizoram. The jail currently accommodates 861 inmates, despite having a sanctioned capacity of only 480, placing immense pressure on infrastructure, prison management, and available resources. In contrast, Lawngtlai District Jail has the lowest inmate population, housing only 33 prisoners against its capacity of 98.

Among the total prison population, 56 inmates are serving life sentences, all of whom are male. Of these, 55 life convicts are lodged at Central Jail, Aizawl, while one is housed at Lawngtlai District Jail.

The report further provides a breakdown of inmates by gender. Out of the total prison population, 1,532 are male prisoners, while 175 are female inmates. In addition, 16 children are currently residing inside prison facilities along with their mothers, reflecting provisions that allow young children to remain with incarcerated mothers under specific circumstances.

The data also highlights the number of prisoners awaiting the completion of legal proceedings. According to the report, 361 inmates are under trial, including 330 men and 31 women. These figures underscore the continuing challenge of managing both convicted prisoners and undertrial detainees within the state's correctional system.

Prison overcrowding has long been recognized as a major challenge for correctional institutions across the country, and the latest figures suggest that Mizoram is facing similar pressures. Overcrowded facilities can affect inmate welfare, healthcare services, rehabilitation programmes, security management, and living conditions within prisons.

Officials and observers note that the growing prison population highlights the need for long-term measures to strengthen prison infrastructure, expand accommodation capacity, and improve correctional management systems. There have also been calls for greater focus on rehabilitation, faster disposal of pending cases involving undertrial prisoners, and the development of alternative correctional measures where appropriate.

The latest report underscores the urgent need to address capacity constraints, particularly at Central Jail, Aizawl, where overcrowding remains most severe. As the inmate population continues to rise, authorities may need to consider infrastructure expansion and policy interventions to ensure that prison facilities can function effectively while maintaining humane living conditions and rehabilitation opportunities for inmates.
