Shillong, February 5: The Meghalaya Cabinet has approved the introduction of a Structured Pay Framework for teachers engaged on fixed pay under the Education Department, a move set to benefit around 23,099 teachers, including Adhoc and SSA teachers, Chief Minister Conrad K. Sangma announced on Thursday.
In a statement shared on social media, Sangma said the reform addresses long-standing concerns arising from uneven pay structures and lack of job security, as many teachers were previously receiving grant-in-aid or payments under varying SSA guidelines of the Government of India.
He noted that demands for a uniform and structured pay system had persisted for years. Over the past six months, the state government held extensive consultations with teachers and their associations, and ahead of Christmas last year, it had publicly announced its intent to implement the reform.

“With today’s Cabinet approval, the proposal now stands formally cleared,” the Chief Minister said, adding that the government will take the next 60 days to finalise related structural and institutional reforms within schools to ensure smooth implementation.
The Structured Pay Framework will come into effect from April 1, 2026, and is expected to have an annual financial impact of ₹817 crore on the state exchequer.
The decision is being seen as a major step towards stabilising the teaching workforce in Meghalaya, improving service conditions, and strengthening the overall education system in the state.
