HNLC Cadre Surrenders Before Meghalaya Police; Linked to IED Blast Case

Shillong, February 27, 2026: An active cadre of the Hynniewtrep National Liberation Council (HNLC) has surrendered before Meghalaya Police, according to an official press release issued by the Office of the Director General of Police, Meghalaya.

The surrendered cadre has been identified as Samuel Wahlang Pahsyntiew, also known as Samuel Wahlang, a resident of Umphowin, OP-Mawlasnai in Ri-Bhoi district. He surrendered to the Superintendent of Police, Eastern West Khasi Hills District, Mairang, on February 25, 2026, in the presence of his family members, village authorities and senior police officials.

Police stated that he is suspected to be involved in the IED blast near the Syndicate Bus Stand close to Them Mator (Harijan Colony), Iewmawlong, Shillong, on March 9, 2024, along with several other similar incidents in recent years.

During examination, the surrendered cadre reportedly revealed that he, along with some Bangladesh-based HNLC members, had been attempting to lure youths into joining the unlawful association over the past two years.

Based on further inputs, a case under CBPS (ER) Case No. 01(02)2026 has been registered under multiple sections of the Bharatiya Nyaya Sanhita (BNS). Two other cadres suspected of involvement in recruitment activities and in planting an IED at Umsning market on October 12, 2025 — which was later recovered and safely defused - have been arrested from Umsning.

Police said investigation is ongoing and further action will be taken in accordance with the law and the state government’s surrender policy.
