Aizawl, Feb 9, 2026: Mizoram Chief Minister Lalduhoma on Sunday reviewed the progress of an ambitious initiative aimed at utilising surplus land owned by Bharat Sanchar Nigam Limited (BSNL) in major cities across India for various state development projects.
The review meeting assessed the status of efforts to identify and acquire strategically located BSNL land parcels that could be used to establish infrastructure and facilities benefiting the people of Mizoram. The initiative follows discussions held on July 7, 2025, between the Chief Minister and the Chairman-cum-Managing Director of BSNL, during which both sides explored opportunities for the state government to make productive use of underutilised BSNL properties in key urban centres.
To facilitate the project, the General Administration Department (GAD) has designated the Mizoram Tourism Development Authority (MTDA) as the nodal agency responsible for coordinating and overseeing the process. Urban Infrastructure Management Services was selected through an open tender process as the Project Management Consultant (PMC) to carry out technical assessments and prepare development proposals.
Officials informed the meeting that PMC teams are currently conducting site inspections and feasibility studies of identified BSNL land parcels in different parts of the country. Inspections have already been completed at Beltola in Guwahati, other locations in Guwahati, and Delhi. Based on the Chief Minister’s directive, further inspections will soon be carried out in Mumbai, Chennai, Vellore, Bengaluru, Kolkata, Hyderabad, Shillong and several other cities.

The state government is exploring innovative development models to acquire and utilise the land without placing a financial burden on the state exchequer. Officials said efforts are underway to identify alternative funding mechanisms and partnership models that would enable the construction of government-required facilities while minimising direct public expenditure.
The proposed projects are expected to provide long-term benefits to Mizoram by creating infrastructure that can support tourism, accommodation, administrative functions and other state-related activities outside Mizoram.
The review meeting was attended by Tourism Minister Lalnghinglova Hmar, Principal Secretary of GAD Sudhir Kumar, Commissioner and Secretary to the Chief Minister Vanlaldina Fanai, Director of Tourism R. Lalrodingi, senior BSNL officials and other government representatives. The participants discussed strategies for expediting the process and ensuring that the identified properties are effectively utilised for the state's developmental objectives.
