Doimukh, Arunachal Pradesh, February 26: Arunachal Pradesh Chief Minister Pema Khandu on Thursday inaugurated the Foundational Literacy and Numeracy (FLN) Centre at Doimukh, describing it as a landmark initiative aimed at strengthening early childhood education and improving learning outcomes across the state.

Speaking at the inauguration, Khandu said the FLN Centre is a pioneering project aligned with the objectives of the National Education Policy (NEP) 2020 and the NIPUN Bharat Mission. He noted that the centre is the first of its kind in the country, specifically designed to ensure that every child acquires foundational literacy and numeracy skills by the end of Grade 3 while remaining connected to local culture, traditions, and community values.
The Chief Minister emphasized that strong foundational learning is essential for a child’s future academic success and overall development. The newly established centre adopts a play-based and child-centric approach to education, encouraging interactive learning methods that make learning engaging and effective for young children.
A key feature of the initiative is the promotion of mother tongue-based instruction during the early years of schooling, which is expected to improve comprehension and learning outcomes among children. The centre will also focus on continuous assessment, teacher training and capacity building, and active participation of parents and communities in the learning process.

Khandu highlighted that the project was made possible through the collective support of several stakeholders, including NHPC Limited, HDFC Bank, the Untied Fund, the Local Area Development Fund (LADF) from the Pare Hydro Project, and Corporate Social Responsibility (CSR) contributions.
The Chief Minister expressed gratitude to Doimukh MLA Nabam Vivek for his support and appreciated the efforts of all agencies involved in the project. He also extended special congratulations to the district administration, particularly Deputy Commissioner Visakha Yadav, IAS, for her leadership and commitment in bringing the initiative to fruition.
The FLN Centre is expected to serve as a model for strengthening foundational education in Arunachal Pradesh and beyond.
