Haflong, Jan 16, 2026: The people of Dima Hasao district have a new reason to celebrate as Kimnei Changsan has been conferred the prestigious Indian Administrative Service (IAS), marking a significant milestone in her distinguished career in public service. Her elevation to the IAS has been widely welcomed as a moment of pride for Assam, particularly for the Kuki community and the people of Dima Hasao.

Kimnei Changsan is the daughter of Late Seimang Changsan of Haflong and has been serving as Secretary, Home & Political Department, Government of Assam, in Guwahati. A member of the Assam Civil Service (ACS), she joined government service on July 1, 1995, and has earned recognition over the years for her dedication, integrity, and administrative leadership.
In recognition of her achievement, the Kuki Inpi Assam (KIA), the apex body representing the Kuki community in Assam, along with the Kuki Women's Association (KWA), organised a felicitation programme at her residence in Haflong on January 13, 2026. The ceremony celebrated her elevation to the IAS and acknowledged her contributions to public administration.
As part of the traditional honour, Kimnei Changsan was presented with the Saipikhup and Khamtang Pon, two of the highest ceremonial shawls bestowed by the Kuki community as symbols of respect and recognition.
The Kuki Inpi Assam delegation was led by its President Henkam Haolai, accompanied by Vice President Dampu Thangew and General Secretary Lalkam Hengna. Representing the Kuki Women's Association were President Lamlhing Doungel and Adviser Dr. Marina Lhingboi Changsan.
Speaking on behalf of the Kuki community, the organisations extended their heartfelt congratulations and expressed confidence that Kimnei Changsan would continue to serve the nation with distinction in her new role as an IAS officer.
Her achievement has been hailed as an inspiration for young people, particularly aspiring civil servants from Dima Hasao and other tribal communities, demonstrating that dedication, perseverance, and commitment to public service can lead to the highest levels of administrative leadership.
