The decision was announced through a notification issued by the District Council and Minority Affairs Department, Government of Mizoram, on Monday. The extension comes after the initial six-month period of Governor’s Rule, which was imposed on July 7, 2025, came to an end on January 7, 2026.
Governor’s Rule was originally imposed after the Governor assumed all functions, powers, and responsibilities of the Chakma Autonomous District Council in response to political developments within the council. With the completion of the first six-month term, the Governor reviewed the prevailing political situation before deciding on the next course of action.
According to the notification, Lakkhan Chakma had staked a claim to form the administration in the CADC following the expiry of the initial term of Governor’s Rule. In light of this development, the Governor sought the opinion of the Council of Ministers, headed by Chief Minister Lalduhoma, regarding the future governance of the council.
The Council of Ministers reportedly expressed the view that there was no longer any need to continue Governor’s Rule. The state cabinet maintained that the ruling Zoram People’s Movement (ZPM) possessed a clear majority in the council and was in a position to form a stable and functioning administration through democratic means.
However, after examining the situation, Governor Vijay Kumar Singh concluded that the political environment within the CADC remained uncertain. The notification noted that frequent changes in political allegiance among elected members had contributed to instability and raised concerns about the sustainability of any proposed administration.
The Governor observed that repeated shifts in support and political alignments among council members had created an unpredictable atmosphere that could adversely affect governance and administrative continuity. In view of these circumstances, he considered it necessary to extend Governor’s Rule to ensure smooth administration and maintain stability within the autonomous district council.
Officials stated that the extension is intended to provide administrative continuity while preventing further political uncertainty in the region. The Governor emphasized the importance of maintaining effective governance and ensuring that public services and development activities continue without disruption.
The decision highlights the continuing political fluidity within the Chakma Autonomous District Council, even as the state government believes that a democratically elected administration remains a viable option. The extension of Governor’s Rule is expected to remain in force for the next six months unless reviewed or revoked earlier based on future political developments.
The CADC, one of the three autonomous district councils in Mizoram, plays a significant role in local governance and administration in the Chakma-inhabited areas of the state. As political developments continue to unfold, attention will remain focused on whether conditions eventually permit the restoration of an elected council administration.
