A major highlight of the session was the presentation of Supplementary Demand Grants amounting to ₹30 crore, which was tabled by Executive Member Shri Donpainon Thaosen, who oversees the Finance portfolio of the Council. The proposal was placed before the members for detailed discussion and consideration in view of the district's ongoing and upcoming developmental requirements.
During the session, Council members also reviewed the status of unspent State-Owned Priority Development (SOPD) funds pertaining to the financial years 2015–16 to 2018–19. Discussions centred on identifying the reasons behind the underutilisation of funds, addressing implementation gaps, and exploring measures to ensure the timely execution of development projects in the future.
Members emphasized the importance of prudent financial planning, transparent governance, and effective utilisation of available resources to maximize the impact of public expenditure. The deliberations also focused on improving budgetary discipline and strengthening the Council's capacity to implement infrastructure, education, healthcare, and rural development programmes across Dima Hasao.
