Government Takes Steps to Address RMSA 2016 Teachers’ Grievances

Kohima, September 24, 2025: The Nagaland Government has initiated a structured process to address the long-pending grievances of the RMSA 2016 batch teachers, holding two important meetings this month under the aegis of the School Education Department to examine their demands and work towards a viable resolution.

The first meeting was held on September 18 at the Nagaland Civil Secretariat under the chairmanship of Principal Secretary to the Chief Minister and Home Commissioner, Abhijit Sinha. The meeting was attended by officials from the School Education Department, Samagra Shiksha, Finance Department, Justice & Law Department, representatives of the All Nagaland School Teachers’ Association (ANSTA), and members of the RMSA 2016 batch.

During the deliberations, discussions centered on several unresolved issues affecting the teachers, including the non-implementation of the Guwahati High Court’s judgment concerning scale pay, concerns over inadequate salaries, lack of job security, and the delayed process of mainstreaming RMSA teachers into the state cadre. Government officials also highlighted the administrative and financial constraints involved in addressing these demands.

In response to the concerns raised, the Government proposed the formation of a High-Level Committee comprising officials from key departments and stakeholders to undertake a detailed examination of the issues and identify feasible solutions.

A follow-up meeting was convened on September 23 by Commissioner and Secretary for School Education, Kevileno Angami. During the meeting, representatives of the RMSA 2016 batch formally submitted their Charter of Demands, which was accepted by the Government for review and consideration.

It was decided that the proposed High-Level Committee would include representatives from the School Education Department, Samagra Shiksha, Finance, Justice & Law, ANSTA, and the RMSA 2016 batch. In addition, a Sub-Committee headed by the School Education Department, with participation from ANSTA and RMSA representatives, will conduct a detailed study of the demands and submit a preliminary report to the High-Level Committee.

The entire review process is expected to be completed within six months. Following the Government’s assurances and commitment to a structured resolution process, representatives of the RMSA 2016 batch agreed to keep their ongoing agitation in abeyance while discussions and consultations continue.

The move is being viewed as a significant step toward resolving one of the state's long-standing education-sector issues through dialogue and institutional engagement.
