Memorandum to PM Flags ‘Biased Conduct’ of Central Forces in Naga–Kuki Conflict

Ukhrul, April 15: Khanuithot-Khon, also known as the “Voice of the Naga Youth,” has submitted a memorandum to Narendra Modi seeking immediate legal and administrative action regarding the alleged biased conduct of central security forces in the hill districts of Manipur.

The memorandum, dated April 14, raises concerns about the role of security forces in the ongoing conflict between the Tangkhul Naga indigenous community and Kuki refugees, particularly in Ukhrul District and Kamjong District.

According to the organisation, there have been instances where enforcement actions by certain units of central security forces appeared to reflect a differential application of force, allegedly affecting the Naga community while comparable scrutiny was not applied to armed elements linked to Kuki refugee groups.

The memorandum cited constitutional provisions including Articles 14 and 21, which guarantee equality before the law and protection of life and personal liberty. It also referred to Article 355, which obligates the Union government to protect states against internal disturbances and ensure governance in accordance with the Constitution.

Khanuithot-Khon expressed concern over reports of intimidation, coercion, and alleged protection of militant groups linked to Kuki refugees, along with what it described as the suppression of Naga civilian voices.

Among its key demands, the organisation called for a time-bound independent inquiry led by a sitting or retired High Court judge to examine alleged bias, misconduct, and possible dereliction of duty by central security forces deployed in the hill districts.

The memorandum also sought the issuance of clear directives mandating strict neutrality of security forces, enhanced accountability mechanisms, and a comprehensive review of current deployment structures.

The group further urged the government to review designated camps under the Suspension of Operations (SoO) agreement and ensure strict compliance with its ground rules to prevent operational gaps and maintain long-term stability and peace.

Copies of the memorandum were also forwarded to Amit Shah, Yumnam Khemchand Singh, and Ajay Kumar Bhalla.
