Chümoukedima, February 11: Nagaland Chief Minister Dr. Neiphiu Rio on Wednesday announced that the Nagaland Legislative Assembly will pass a legislative Act during the upcoming Budget Session beginning on March 2, 2026, to facilitate the implementation of an interim Frontier Nagaland Territory (FNT) arrangement.

The announcement was made while addressing party workers and supporters at a welcome programme organised by the Naga People’s Front (NPF) at its Central Headquarters in Chümoukedima. The Chief Minister described the proposed legislation as a significant step towards operationalising the framework agreed upon for Frontier Nagaland and addressing long-standing aspirations of the people of Eastern Nagaland.
According to Rio, once the Assembly passes the Act, the government will establish an interim body to oversee the functioning of the proposed autonomous arrangement. He stated that the interim mechanism would remain in place for a period of one year, after which elections would be conducted to formally constitute the territorial authority and enable it to function through a democratic process.
The Chief Minister explained that extensive consultations have been held with the Government of India regarding the proposed arrangement. Referring to meetings conducted in New Delhi on February 4, Rio said discussions were held with the Union Home Secretary and the Director of the Intelligence Bureau, during which the Frontier Nagaland Territory proposal was reviewed comprehensively.
He noted that the proposal was examined point by point and that several observations and suggestions were incorporated during the deliberations. According to Rio, necessary corrections and modifications were made to ensure that the framework aligns with the decisions already approved by the Nagaland State Cabinet.
“The proposal was thoroughly discussed, and every aspect was carefully reviewed. Necessary changes were incorporated, and the final draft was aligned with the Cabinet's decision before moving forward,” Rio said.
The Chief Minister also addressed concerns regarding the financial implications of the proposed arrangement. He informed the gathering that the Union Ministry of Finance had clarified that financial provisions required for the Frontier Nagaland Territory mechanism would be met through allocations from the Ministry of Home Affairs (MHA). As a result, he said, Nagaland's existing financial share and state budgetary allocations would not be adversely affected.
This clarification, Rio noted, is expected to address concerns among stakeholders regarding the impact of the autonomous arrangement on the state's fiscal resources. He stressed that the proposed framework is designed to provide administrative empowerment and developmental support without diminishing the state's existing financial entitlements.
The announcement comes amid growing interest in the implementation of the Frontier Nagaland Territorial Authority framework, which has emerged from years of dialogue between the Government of India, the Nagaland Government, and representatives of Eastern Nagaland. The arrangement is intended to address concerns related to governance, development, administrative representation, and resource allocation in the eastern districts of the state.
Observers view the proposed legislation as a crucial milestone in translating political agreements into an operational administrative structure. The passage of the Act would provide the legal foundation necessary for the creation of the interim body and pave the way for the eventual establishment of a democratically elected territorial authority.
The issue has been a longstanding subject of discussion in Nagaland, particularly among organisations representing Eastern Nagaland, which have consistently sought greater administrative empowerment and focused development initiatives for the region. The interim arrangement is widely regarded as a transitional mechanism intended to address these concerns while laying the groundwork for a more permanent institutional framework.

Rio expressed confidence that the proposed arrangement would contribute to improved governance, enhanced development planning, and greater participation of the people of Eastern Nagaland in decision-making processes. He reiterated the government's commitment to ensuring that the implementation process proceeds in a transparent and inclusive manner.
With the Budget Session of the Nagaland Legislative Assembly set to commence on March 2, the proposed Frontier Nagaland Territory legislation is expected to be among the most closely watched developments in the state's political landscape. If passed, it would mark a major step forward in the implementation of the agreement and the broader effort to address the aspirations of the people of Eastern Nagaland through constitutional and legislative means.
