Aizawl, February 26: Mizoram Chief Minister Lalduhoma, who also holds the Finance portfolio, on Thursday presented the State Budget for 2026–27 in the Assembly and later briefed the media at the Assembly Annexe Conference Hall on its key highlights.

Under the recommendations of the 16th Finance Commission, Mizoram’s share under Horizontal Devolution has increased to 0.564%, enabling the State to receive ₹8,608.08 crore as its share of Central Taxes and Duties in 2026–27 - an increase of ₹976.80 crore compared to the previous award period.
The Budget projects the Gross State Domestic Product (GSDP) at ₹43,817.09 crore. Revenue Receipts are estimated at ₹14,994.31 crore, while Capital Receipts are pegged at ₹2,475.60 crore, taking the total Consolidated Fund receipts to ₹17,469.91 crore. Gross Expenditure is estimated at ₹17,076.92 crore.
The State expects a surplus of ₹392.99 crore, which will be utilised to reduce Public Account liabilities.
Key Fiscal Indicators:
• Revenue Surplus: ₹899.84 crore (2.05% of GSDP)
• Gross Fiscal Deficit: ₹1,669.02 crore (3.81% of GSDP)
• Primary Deficit: ₹739.37 crore (1.68% of GSDP)
• Projected Liabilities: ₹19,085.15 crore
• Debt–GSDP Ratio: 43.56%
The Chief Minister stated that the higher fiscal deficit is largely due to funds received under the Special Assistance to States for Capital Investment (SASCI), which are treated as loans. However, these are interest-free and repayable after 50 years, aimed at supporting capital development projects. Mizoram expects to receive ₹1,519 crore under SASCI during the current financial year.
Regarding the 15th Finance Commission’s Rural Local Bodies (RLB) Grants, the Government has secured ₹25,350 lakh in pending funds, with ₹7,400 lakh still awaited in the current year. Efforts are underway to ensure full release of the remaining amount.
