Aizawl, January 25: A new executive administration is set to take shape in the Lai Autonomous District Council (LADC) following the appointment of C. Lalsawmzuala as the Chief Executive Member (CEM) of the council. The appointment was approved by the Governor of Mizoram after considering a formal claim submitted by the United Legislature Party, which comprises members of the Mizo National Front (MNF) and the Indian National Congress (INC).

According to an official communication issued by the Governor’s Secretariat, Aizawl, C. Lalsawmzuala, who serves as the leader of the United Legislature Party within the council, submitted a formal request seeking appointment as the Chief Executive Member. The claim was supported by 14 Members of the District Council (MDCs) belonging to the alliance, who expressed their confidence in his leadership and backed his bid to form the executive body of the council.
After examining the claim and the supporting documents submitted by the alliance, the Governor approved the appointment under the provisions of sub-rule (4) of Rule 21 of the Lai Autonomous District Council (Constitution and Conduct of Business, etc.) Rules, 2010. The decision formally authorizes C. Lalsawmzuala to assume the responsibilities of Chief Executive Member and begin the process of forming the new executive council.
The Governor’s communication further stated that the newly appointed CEM has been directed to seek a vote of confidence from the elected members of the council. The confidence motion has been scheduled for January 29, 2026, one day after the first sitting of the newly constituted Lai Autonomous District Council.
The vote of confidence is expected to serve as a crucial test of the new administration’s majority support within the council. If successful, it will pave the way for the formation of a stable executive body and the commencement of regular administrative functions under the new leadership.
The Governor’s Secretariat has also instructed the Department of District Council and Minority Affairs (DC&MA) to issue the necessary notification and complete all formalities related to the appointment. The department has been asked to facilitate the confidence vote and ensure that all procedures are conducted in accordance with the relevant rules and regulations governing the council.
The appointment marks an important development in the political landscape of the Lai Autonomous District Council following the recent district council elections. With the formation of a new executive administration, attention is now focused on the upcoming floor test and the priorities that the new leadership will pursue in governing the council.
